It should say on the plans, actually if it doesn't say so on the plans it's not valid, but when you buy plans what you're really buying is a limited license for the plan's use. That license usually is for one boat for personal use, not to be sold professionally.(this though isn't always the case)

If it's not stated on the plans / building instructions, it's not valid.

Again technically if you break this it's intellectual theft.
