I cut them out after both inside and outside are glassed and filled, but not sanded or joined.

My reason is that it is easier to build the hatch lip before the deck is joined to the hull.

I like to have the fill coats done so that the hatches look the same as the deck and I like to leave final sanding as long as possible to reduce the chances of scratches or other damage to the epoxy.
