I always extend my stems well beyond the ends of the forms when making them. This way when you glue on the outer stem, you will have some material to apply a clamp onto to hold the outer stem in place while epoxy sets. On the inner stems you will need to trim it so it butts up to the first form, but if you make the outer stem longer on the hull end as well you have the option of running the outer stem longer onto your hull and feather it in.
