A cheap plastic recreational kayak (with a big cockpit) or a sit-on-top would work well. It'll drag in 3" deep water, but it won't matter to the boat, being plastic. Craigslist is your friend.
Inner tubes would likely be even better!

And, while that is playing in a boat, "playboating" has a whole different connotation for river paddlers (see below)!
