I do a lot of whitewater kayaking, and we generally wear neoprene booties. I've been swimming in 25F weather and felt warm enough to want to take some stuff off. That's with a full dry suit, and I would recommend you not even think about going out in 40F water without one, as well as never go alone. Cold water substantially increases the danger level of kayaking.
