Yes that is correct- simply drill a hole with a forstner bit (for best results, or a hole saw) and fit the cup into the hole, followed by a thin coat of expoxy and then sand flush. The one I posted the link to is a smaller size. There is a size up from that as well. They are strong enough to keep a 20 pound surfboard tied to my leg with just one leash cup. The leash will snap before the cup snaps.

Here's a picture of installing a vent plug (wood surfboards have to vent in order to not expand when they get hot in the sun). Same principal, except for this one I installed a trim ring around it only because I didn't like the white plug that it came with. Note that if you search around you can get the leash cups in different colors. Also note that the leash cup is thicker at the bottom and thinner at the top so that there is a small gap around it for the epoxy fillet. You may want to put an extra layer of wood under deck where the leash cup mounts so it has more gluing area.
