Strip: Adhesive for McMaster-Carr "Velcro"

I bought some McMaster-Carr mushroom head velcro-like material for fastening a minicell foam masik to the underside of my Night Heron deck. I ordered the material without adhesive so I could choose my own. Last fall I had tried the industrial-strength velcro at Home Depot and ended up with a miserable mess of goo under the deck when the velcro peeled off. I believe I've gotten all of the old adhesive off and am looking for a reliable way of fastening the new "velcro" material to the underside of the deck and to the minicell foam masik. Would 3M 5200 be a good choice for this? I've also considered using thickened epoxy, but the space under the deck is a miserable place to work in. The "velcro" material is shiny plastic on the gluing face. Any thoughts?

Also, what kind of contact cement should I look for to fasten my minicell foam seat to the cockpit bottom?
