All you need to do is draw a uniform datum on to the plans. That will be the top surface of the strongback. Take the waterline drawn on the station form (or something parallel) and draw an offset that clears the highest point of all the forms. The tallest point is usually one of the stems or at the cockpit. The offset is usually a nice even amount: like 8 inches or say 200mm. You can often just use one of the page borders (ala Bjorn Thomasson). Just make sure you use the reference line and use the same offset for each form. The ends are similar.

If you're only planning to build one or two boats, the internal SB works fine. In in doubt follow whatever the designer recommends.
