Skin-on-Frame: Sea Tour cover question *PIC*

I've got my Sea Tour 15-R to the point of lacing the bottom cover. There lots of wrinkles along the gunwales - it this normal? I've tried tight laces, loose laces, I can't seem to get rid of them. All suggestions are welcome. The wrinkles on the other side are about the same.
