I've always done glassing of filets after they are set, no big deal, it's pretty easy. It may well be easier for the beginner to do it that way to minimize problems. It's very easy doing the glass over wet filets to have the glass suck out too much resin from the filet and end up with a weak filet. This can't happen if the filets are allowed to set up first. You just have to use extra care to smooth the filets and scrape off any extra resin before it sets up and then sand/scrape the filets to clean them up before putting on the glass.

I don't see the need to "slide the cloth" so don't see that as a problem. I like to use fairly short piece of cloth to make the tape, lots cheaper to cut your own, and the smallish pieces (4 or 5 ft. long) are easy to place where you want them. Smallish overlaps on the cloth ends insure than the strength remains consistant.
