Skin-on-Frame: Coaming

I am about to finish my Yost Sea Rider and have a coaming question. I have a half inch thick sorta pre-coaming or base attached to the frame at stations 4 and 5 with proper side supports. I went ahead and skinned it covering this with plans to sandwich the 12 oz cloth between the base and stacked outer coaming and hoping this will work.

Using Cory's Goop, can I or should I go ahead and coat it, then while still wet add some thickened Goop to seal the outer rings? Following up with temp screws to sandwich tight, later removing screws and replacing with dowels????

It seems like it should be secure and watertight.
