Strip: Epoxy trouble

I think I'm screwed. Built my strip red cedar Dovkie kayak in basement last year. Multiple coats of west system epoxy applied in garage last summer. Has set unattended for 5 months. Appearance has grown increasingly milky. Whiter where there are runs. Fiberglas pattern evedent in several places due to this milkiness. Now trying wet and dry sanding which helps but still foggy and blotchy - not great. Am I screwed? Did I not wet out the first coat well enough? I was hoping this milkiness was surface but now wondering if some is formed on the fiberside of things. Whadayathink, folks?? Bewildered, Clay PS. Would be glad to send you a couple of photos.
