I think the most successful yet still relatively inexpensive skin is nylon with Zar polyurethane finish.

It probably used to be canvas and latex house paint, but I hear canvas has been getting more expensive and hard to find, so given two sources for nylon - Corey Freedman and George Dyson, nylon seems pretty reasonable.

Dura-Tuff is probably roughly the same price for 3 quarts as Spiritline Corey Goop.

But I'd say the consensus on the best skin you can get, and probably the most expensive, is nylon with Coelan. Definitely an option for the second skin on that frame you just love.
