Oh yeah, I'd sand it first then go over it a few times with acetone to make sure there is no wax before you try to laminate anything over it. Mask the deck well too, epoxy drips are a bitch to get off. I wouldn't worry alot about making the edges neat while you're laminating it, if you measure the width of the coaming ahead of time you can fairly easily grind the edge back after it's set up.
