Doesn't that then interfere with applying the tape at the inside seam? Having the bulkhead in place means that the majority of the seam MUST be reached through the hatches, which must therefore be large enough to accommodate this. I added mine after and I agree that that would have been simplest in some ways, I think it creates another problem.
