Epoxy: Epoxy over Vinylester

My dad built a stripper canoe in the early 1970's. I presume it is either polyester or vinylester for the epoxy. The strips are in pretty good shape, with many patches on the bottom, but the gunwales, thwarts, and seats are not. He wants me to take it off his hands. If I am, I need to refinish it or it's not safe or beautiful.
Questions:
Can I use a modern epoxy over the vinylester?
How hard is it to strip the vinylester off the canoe without serious health and safety concerns?
The vinylester is not very clear any more. Is there a way to bring back the wet look? Will varnish work?

Thank you.
