McMaster-Carr sells some industrial-strength "Velcro" that is all hooks. The hooks bond to themselves, so there's no 'male' or 'female' side to it. Actually the "hooks" are look more like mushroom heads.

Anyhow...the stuff comes with adhesive already on it - it's just peel and stick. They offer several types of adhesive to suit various substrates.

We use it at work, and it works great! It's good for something like 10,000 peel and re-sticks.
