About the smallest I'd go is 10.5 feet. For that length there are some excellent plans already available. Look at Rushton's design for the 'Wee Lassie'. Lots of versions of this design. The original handled well and was used on long trips by a 155 pound paddler with a lot of gear. Should be just fine for a 220 pound paddler with day gear.

Start by making the sides 3 inches higher. When you assemble the boat place the frames closer togother to make it the length you want. Don't remove any frames--you'll need them for strength. Don't expect this to handle like the 'Sea Bee'. It won't. It will be deeper in the water and shorter, so it will be more sluggish, but it might be nice for fishing from. If you want to increase the width, make the middle frame 1to 2 inches wider, and widen the other frames proportionately. You'll probably want to place their locations by eye, and just hope for the best.
