Epoxy: orange peel help

After glassing the deck of my "Waters Dancing" "Lighting 14", I had a problem with orange peel, and air bubbles. Not under the glass but on the surface. It was worse where I stained the trim. I'm sure this was because At first I used oil based stain. after I realised this I sanded it all off and used water based stain. I must not have got it all because I chased air bubbles for and hour before the epoxy went off. also I had really bad orange peel all over the boat. Ok so I've been sanding for days And have tried to get it smooth, I've gotten into the glass in alot of places, so I will put on another light coat, but here's my problem, there are some tiny pin holes in the glass and they have filled with epoxy dust, nothing I've done will clean them out. I have tried high pressure air, water, and acetone. I don't want to recoat with these white spots in the glass. any suggestions would be apreciated. thanks
