Epoxy: Finishing sanding

Fellas,
I thought I was on the home stretch with my NS baidarka but I now I'm second guessing myself. Glassing went fine and thought I was ready for final sanding and varnish but then I came across an article by Vaclav http://www.oneoceankayaks.com/Epoxyhtm/epox12m.htm which seems to say to me put on a couple more coats of epoxy when you think you are ready for varnish. I was never very good a judging when the weave was filled properly so my thought process is - if your not sure put on more epoxy? Would that be fair comment and any comments on the best way to put extra epoxy on. My guess is to use a roller but nobody seems to have heard of rollers suitable for epoxy in Ireland.
