Before you go sanding it off, try heating it up with a hair drier just before applying some more epoxy. Then go over the area again with the hair drier some more to lower the viscosity and pop any bubbles. You may be able to see the bubbles clear away when it gets warm enough.

If this doesn't work, you can always grind it off, but if it does, it will be easier than sanding and the results will likely look better.
