Looks like some sort of primitive seal (not the furry type) is in order. You don't need to keep out water just the sand so perhaps a felt washer or something similar on top of the lower pivot point. You could add a ring on the pivot shaft an 1/8 inch above where it enters the pivot block and trap a felt washer between the two horizontal surfaces. Actually, I guess a felt washer is a furry type isn't it.
