Epoxy: Blistering epoxy

Oh great all knowing ones, I have a humble question for you. I put the first layer of 5oz Raka glass with non-blush epoxy on the deck of my great auk the other day and all went well until I went down the next morning and saw that the last two mixes of epoxy on the stern of the boat did not set well. They blistered in spots and did not seem to cure right. It is still tacky under each blister and the glass is about a 1/16 of an inch higher than the surrounding area. The blisters are about 1/8 dia to about 3/8 x 2" long. Do I need to strip all the glass off the stern, or just cut out the blisters and feather and reglass the spots? I have no idea what caused this but it has not happened before. It is like the resin was not completily mixed. Any ideas will be greatly appreciated, Russ
