If you have an Ocean State Job Lot store in your area (CT, MA, RI), they have some Military/Police jackets and coats - $10 for lightweight; $20 for heavy (often with 3M zip out linings). Many have Gore-Tex linings, even the light ones (read the labels!). The sizes seem to run small, so try them on.

Don't know if Gore-Tex is over-rated, but I'm about to find out! The coats were made in Boston (Blauer) and appear to be discontinued styles and irregulars. Catalog prices are $159-$300. Styles and selection vary from store to store. Might be a useful wind/rain breaker while near the shore.
