I promised a update and here it is:

I used the RAKA 127/610 from a friend and it seems to be fine, though it does cure a lot longer then the Polycon...I suspect it's a different dilutant(s) then the polycon (which is really all from C-G). One thing about RAKA, the stuff cures clear without any discernible tint. Just for the hell of it, since I have gallons of the polycons now as Yale tries to figure out what went wrong, I played around a bit with mixes:
1. I did a mix of RAKA resin to polycon 22 hardener, doing a 2:1 mix. The stuff set up REAL QUICK! A 2 oz mix got hot in under 10 minutes, and being curious, I put the mix outside on top of the trash can in the sun. After mixing up another test batch, I took a quick peek at the plastic Dixie cup on the trash can...the heat caused the plastic (PETE) cup to deform. Cool!
2. the new mix, 2 oz of Polycon 700 resin and RAKA 610 hardener at 3:1 was painted on two pieces of wood, joined, and allowed to sit in the sun next to my little version of Three Mile Island. The rest was used to glass a piece of plywood (6 oz S-glass with a second layer a 2 inch 6 oz S-glass tape as a second layer in one part of the glass layer)
3. a 2 oz mix of RAKA resin and polycon 955 hardener at 3:1 was used to glue some wood and glass some cardboard and some plywood.

Results:
1. China Syndrome all the way, really cool sculpture when it set. The stuff shattered when beat with a hammer
2. the stuff set but was real soft and impressible. RAKA 127/610 is supoosed to be 2:1 so it's interesting to see the difference mixing and trying match
3. this set hard, but had a hardener stink to it. I tugged at one edge of glass and it did start to delaminate. Thye cardboard was a solid board, the glass easily peeled. For both test cases I stopped and let it sit for tomorrow.
