Interesting perspective. I used stainless "u" bolts instead of holes through my bow and stern for toggles. My deckline runs all the way around the boat, all the way to the bow and stern, including past the cockpit. Because of the rise in the deck at the bow and stern, the lines tend to carry a little above the deck at those locations while lying flat and snug against the deck near the cockpit. In my mind, they don't present any greater entanglement hazard than do the deck bungies. I guess it depends on the installation.
