I'm working on a boat now and doing some sanding of epoxy that's about 3 weeks hard. Man is that stuff hard. It seems like the disc at times won't even touch it.

I think that's the answer. The varnish usually sands fairly easy into white powder and is way softer than the epoxy anda lot whiter. I personally would go with dry sanding so you can see the powder. Once you're into epoxy it's not as white and much slower going. I never read any clear cut answer on this but that's what I do. If a little varnish is still left, it will still bond with the epoxy, but an epoxy to epoxy bond would be more ideal.
