I haven't built your boat plan, but I have been in a simular place when you wrote:

"I'm confused about how far the deck sheer strip must go. Should it go from bow-tip to stern-tip (as the hull sheer strip did)?"

It is in some ways a judgement call. Some may see the steps necessary as too much effort (or more than it's worth to them) so they may perfer the rough and ready method of the 2 you mentioned. For my 2 cents I would (if my strips were full length) run the sheer strip in one piece. You don't say what thickness your stips are so I fiqure they're 1/4" (I milled mine just a might under 3/16" so I had this a might easier). You don't say you're going stapless but I figure your are. To make a strip bend like you need in one piece is work, but that's all you need to do it.

First the grain structure of the strip needs to be selected with an eye to tolerate these different stresses (The better the grain struture the better). To account for the differing angles needed to match the hull: it is a custom strip that needs to be planed in place along its length in many test fits.

Once the 'right' stip is planned and test fit, design a temporary jig or strap system to hold the strip in place. When ready to glue up use water and or a heat gun to make the strip conform, glue it, jig or strap it. Have the jig design allow it to remian in place while at least 3 or 4 other strips can be fitted and glued in place too. By the time the gule has set and the other strips are glued in place too the whole will hold their shape and then the jig may be removed. That's how I did some radical twists, but I admit it is not very quick or 'easy'. Hope my post doesn't come off as too 'preachy', I don't mean it that way at all. Just my 2 cents.
