They certainly were built outdoors historically. I've seen one being built outdoors in Greenland, and suspect that's not unusual there today.

That said, it depends on the weather. If rain or snow are a problem and you have no shelter at all, it isn't likely to be that pleasant. However if you can work outside when it's reasonable to do so and stash the frame at other times, why not?
