Making a larger cockpit is entirely doable. I think the biggest question would be whether or not you will have to make the new rim yourself. All the Valley boats I know of have the rim as a seperate piece, so if you can get just the rim assembly, you can cut a larger hole and just glass it into place. (BTW, if you get the old ocean rim out in one piece I would be interested in using it.) If you have to fabricate the rim yourself you could make it out of fiberglass and resin (more difficult) or you could use traditional wooden kayak techniques with either cedar strips or plywood.
