Theoretically you would expect chopped glass to make a clear filler, but in practice it tends to trap a lot of air so it appears cloudy. Maybe with careful mixing.

I have milled a wooden fillet to transition between the thigh brace and the coaming. It worked well although I have not tried to go all the way round the coaming. I used a 3/8" radius cove bit and milled the edge of 3/8" thick stock then ripped off the edge to make a small piece of cove molding. I clamped this in place and attached it with CA glue then glassed over it. Quite satisfactory result.
