Couple problems, one you'll be really limited in one direction on how much it'll turn, the blade will hit the hull if turned too far. The blade is also very near the center of the hull so it's not going to be real effective to start with. Also any foil that pierces the water will ventilate to some extent, drawing air down the foil so only a portion of the blade will be effective, though yours looks pretty long so that shouldn't be a problem.

Um..why not just mount it on the stern?
