Pivoting leeboad is normally sailed with the board only partially down so you can adjust the balance. Also normal on a canoe/kayak for them to pivot at the mast support, perhaps a bit far forward but not bad, easily compensated with the pivot. Better (safer) having the board too far forward than too far aft.
