You can likely use it on a boat. When they say it's not designed for immersion they mean continiously. Like on a boat that stays in the water all the time, likely your kayak isn't kept in the water :)

On two boats now I've used Rustolium latex enamal that has the same warning, and they boat have held up just fine.
