Try a bike shop! Bicycle, that is, rather than motorcycle. Ask for a quick release skewer(they hold the wheels to the frame in modern bikes).

Might not be designed for your purpose, but they are cam locking levers - just exactly like your pic.

Maybe someone else has a more conventional source?
