S&G: fillets and taping

When I get around to build this boat that I dream of,does it make a great deal of difference if I tape first then the the complete layer over the inside of the hull, or does the tape add extra strength if applied after the complete layer of cloth.
Ease of application and probability of minimal extra resin would be a concern as well. Thank to all of you who actually build the boat

By the way, I have figured out that it is gonna take me more than a little practice to get the most basic roll down pat. I am still trying to get it down with a paddle float, but then I've only had one lesson.
