Since two holes are closer together, I suspect that it's designed to provide unfeathered and two different feather angles in the same direction (either right or left, but not both), say 45/60 degrees or 60/90 degrees. Perhaps the best thing to do is to stick some makeshift blades into the ferrule and play with the settings to see what the effect is.

BTW, the term you want is not "vice", but "versus" (or vs.).
