I have found that usign the heavier freezer zip-locks DOUBLED UP works well for keeping things dry. Unfortunately this is not a convenient way to store a camera, especially if you want to whip it out to take a quick picture. That is why I installed my under-the-deck compartment. It crowds my legs a wee bit but it is an awesome modification for storage of electronics. In teh picture you see the compartment before I had the lid made up. The lid screws on using wingnuts, which twirl onto bolts set into a framework glued onto the outside of the compartment. It works well as long as I can keep moisture out of the compartment. I generally leave the lid off unless the weather is nasty or I know I'll be paddling through rough water.
