Ben,

I vote for prebend! I built a seat back from 1/8" birch plywood and one layer of carbon cloth by prebending. Prior to construction the plywood was very flexible. Once the resin cured, it was rock solid. I know the comparison is somewhat different due to the carbon, but I can imagine how much harder it will be to bend if glass is applied first. Also, in that case the cloth might be in constant stress. You might see some delamination if the boat sat in the hot sun.
