Seattle Fabrics is a cool store. They have patterns for everything: tents, raincoats... and they sell neoprene, goretex, etc by the yard. I went down there and looked at the spray skirt pattern: you may be surprised when you see how simple it is. It's a tube for your waist plopped on top of a cover for the cockpit. As I recall, you use cement instead of stitching.
