Yes, you can glass the outside and epoxy coat the inside, of course using cloth tape on joints as before. You can cheat a bit on the tape weight as well, but not too much. All early Chesapake light craft boats were done that way. I have one and it's bullet proof.
How light you make something many times is in proportion to it's use. Rough seas with a heavy paddler needs more strength etc.
