Shawn is right, it is best if you can reenter without depending on the bungees. But is can be nice to have them to hold your paddle and float as an outrigger while you pump, reskirt, fidgit, relax, etc. Much more stable after you are back in the kayak and want to use both hands.

Learning to reenter with the paddle but without the float is valuable also. Not very difficult and actually gives you some support on both sides of the kayak if the paddle is submerged just a bit.
