I repaired similar damage on my 14' thundercraft with a kind of two-part putty I found in the Marine section of the local Canadian Tire store. You can smooth it on with an auto-body spatula and sand it lightly if you're willing to go for utility rather than perfection. You have to work really, really fast after you mix the stuff. I no longer have the empty can, so I can't tell you for sure whether it was polyester or epoxy. We repainted the boat, and it looks a little rough in places, but it's fine for fishing in, and even though it's 25 years old, it doesn't look a day over 24. I used the same stuff to fix a couple of holes where through-deck fittings had been removed.
