Val,

Since you already have the end pours done, you can drill holes a bit over-size and simply epoxy the bolt in place. The Gougeon Brothers have a good table of data in their book that shows the failure load for machine screws bonded in place that way. I'll look at the table this evening and post some values for you later, but I am confident that the failure loads are significantly greater than what you need.
