This is kinda backwards. If the paint needs to be protected because it is flaking, then it would be an awful base to apply the epoxy on. The epoxy would grip the paint, and at some time would come off in a sheet, pulling the baselayer of paint with it.

At least with a wood boat, if the hull needs protection, then the paint has to come off first so the epoxy can bond to the hull material. Whatever you do, you can't leave the epoxy as the final coat. it needs some protection from UV light. You can coat the epoxy with paint, or a UV blocking varnish to protect it from UV light, and the damage that it does.
