Try this site for making scarf joints with a sander if you are not comfortable with a plane. The plane is best and quick. Try cutting 2 wedges to the ratio you want and mount them to a 1' X 6" base, clamp the strip to the base even with the edge and slide your plane over the wedges....a perfect scarf.
