If you're using the Pygmy hatch kit with the nylon webbing tiedowns, you can add a small loop of nylon webbing to the underside of the deck that is held by one of the hatch screws. Then tie the cord or bungie to the loop. Loops like this also come in handy for securing other gear in the boat. You might need to get a longer screw to make it through both the webbing on top and the new loop on the inside. I did this on my coho, webbing on the deck, small block of wood epoxied to the underside of the hatch and it works well.
