I guess this calls for a bit of explanation of the technique involved.

The foam you mention is unnecessary. Its only virtue is that it has air trapped in the bubbles and cells it is made of. Putting it inside a bag that has even MORE air, is irrelevant. So. you can safely ignore the foam. Just shove the GPS into one bag, and neither suck all the air out, nor puff additional air in, and you'll have no problem working the pushbuttons on the GPS.

Do the same with the second bag. Add no additional air, and don't try to create a vaccuum.

A few moments of experimentation will get you there.
