Epoxy sticks to (sanded) gel coat fine. Gel Coat is polyester made with a coloring agent with varying viscosities for spraying (usually).

The problem is that sometimes Gel Coat wants to break away from the fiberglass cloth simply because it's britle. All polyester is britle but because it has no fiberglass in it, it more britle than the substrate below it.
