bias problems

I am installing bias tape that I cut form 6 oz. cloth to seal the outside sheerline. I cut the tape about 4 inches wide, and had to do 2-3 foot lengths.
As I laid them on the sheerline I found that if I stretched the cloth lengthwise, I could get a lot more length. Now after wetting out I can see all the weave of the cloth, like it didn't fully wet out. Is that because I stretched the cloth and the resin won't soak into it. It looks like I have some sanding to get rid of it. Any suggestions as to what may have happened.Also a lot of little bubbles appeared under the cloth, I just haven't seen these conditions yet.
